I found the solution for this annoying problem which worked fine for me AND without disabling WPD.
It seems that the driver installation needs read access for the WPD key under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\Root\WPD.
After adding read access for everyone the installation completed without any other errors.
@ the famous Nokia programming team (if ever anyone of them reads this posting) ;-): Check your installation routine and make sure that it has the right rights for installing drivers. This shouldn't be tooo complicated.
Found the solution in an other Nokia discussion forum under /discussions/board/message?board.id=connectivity&message.id=6267

Well, I had no entry for Everyone. So I added one, with only read permission.
And now the infamous Nokia Windows Portable Device driver does, in fact, start.
