Picasa Web Albums is available in 38 languages. When you first upload photos to your Picasa Web Albums account, your language settings are selected based on your IP address and the regional language settings stored on your computer.
Change your language settings
1. Sign in to your account at
http://picasaweb.google.com.
2. Click Settings at the top right of the page.
3. On the General tab, in the 'Language Preference' section, select your language.
4. Click the Save changes button.

Picasa for Windows is currently available in 38 languages. When you use Picasa for the first time, it displays in the same language as your operating system.
Change your language settings
1. Open Picasa.
2. Click the Tools menu.
3. Select Options.
4. Click the General tab.
5. Select the language you'd like to use.
6. Click the OK button.
7. Click the Yes button in the the confirmation dialog box.
8. Close and restart Picasa to apply the new language.
